Position Summary:
Under general supervision, this position is responsible for providing a full range of professional level support in various human resources functional areas such as benefit administration, talent acquisition and onboarding, employee engagement, leave of absence administration, safety and wellness, records management, diversity and inclusion, and training and development. Reports to Human Resource Director.
Essential Functions and Responsibilities:
•Prepare recruitment and selection process, including advertisements, evaluation of candidates, interviews, administering exams, reference checks, and job offers.
•Arrange onboarding and offboarding for employees and submit appropriate documentation.
•Compose letters, agendas, reports and related materials.
•Coordinate activities in preparation of meetings including City Council, departmental, and other special events by establishing schedules, compiling/distributing agendas, and related materials, preparing meeting arrangements and related activities; prepares meeting minutes.
•Review, track, and document compliance with mandatory and non-mandatory training.
•Develop department processes and procedures; recommend and update personnel policy changes to department leader.
•Handle employment related inquiries from applicants, employees, and supervisors referring to complex and sensitive matters.
•Performs routine tasks required to administer and execute human resource programs including compensation, benefits, leave, safety, wellness, and employee recognition.
•Supports payroll by ensuring timely and accurate entry of employee data.
•Monitor established procedures for compliance with applicable laws, regulations and interpretations concerning Data Privacy.
Minimum Qualifications:
•Bachelor’s degree in human resource management or related field
•Three years of human resources generalist or other higher-level professional human resources experience including a combination of specialized experience in the areas of responsibility above.
Desirable Qualifications:
•Public sector human resources generalist experience
•Professional human resources or payroll certification from SHRM, HRCI, and/or APA
